I suspect that the instrumentation of bands made up of brass instruments on the continent varies quite a bit from place to place - I for one would like to know more about `Fanfare' instrumentation etc. Yes, in Austria for instance, there are bands with approximately equal numbers of flugels and trumpets, but no cornets. To play their music on British-style brass bands with cornets would be perfectly valid, but it would be as much an ~arrangement~ as playing music originally composed for orchestra or military band. As with the latter (in many cases) it could be an improvement on the original !
