The opening is clearly an overture, then there are different sections which are, I believe, likened to a drunken sailor, water sprites, etc. I think all of this is explained in the conductor's notes. The piece is not terribly difficult, technically, as much as it's hard to put together in a cohesive way (the transitions between scenes, so to speak). The are some exposed sections for the Soprano, Flugel and Repiano, the Flugel has a long melodious solo, and good ensemble playing is needed, too. It wasn't the best piece of brass band music I've ever played, but neither was it the worst. Hope this helps!
