Why don't you try to contact David Chaulk of the TVNZ-Waitakere City 
Brass Band in New Zealand. He has achieved considerable fame 
throughout the Salvation Army for his compositions and might surely 
consider a commission. In fact, he may already have a repertoire 
built up; I think that he played with a tuba quartet within the past 
couple of years. I don't have e-mail (yet), but I have telephone & 
facsimile. E-mail me if you want the numbers.
