We currently use Finale 3.5 for all our publications.  It is solid   
(hasn't crashed yet !) and produces professional quality output.
On the other hand it is complex and more difficult to learn than most   
other packages.
A great package for the casual user is Music Time for Windows - cheap &   
simple to use.
The BEST package I know of in the world is Sebelius 7 (for the   
Archimedies/Acorn RISC).
