It is indeed called Isaiah 40, and it is being published by the Salvationist Publishing & Supplies then being sold participating bands. I have learned that the Lieut.-Col. is travelling to London within the next few weeks to give a presentation on the piece, and as a Salvationist myself, I for one am very anxious to learn more. There is the possibility that I will be involved in the mechanics of producing his presentation. If so, and if I am permitted to do so, I will report anything of interest. Needless to say, I will keep you all posted.
