We have a music committe whose sole purpose is to select music for concerts.  
All personnel details are decided through our regular committee or the whole 
band depending on the level of responsibility (ie - the whole band would vote on 
a principal cornet or MD.)  I personally do not believe that the decision on who 
should play in a band should rest with a handful of people.  It is everyone's 
band, it is everyone's decision.
