add the last sentence to this to help to remove the posibility of Demon
taking the WWW page off-line:

7) All submissions are archived. For information e-mail
   "arcserver@xxxxxxxxxxxxxxxxxx" containing the word HELP in the body.
   Archives are also available via the WWW page. See below.
   Because of Demons 'banduse' policy, would users without a Demon
   account use the off-line archive except when fast access is needed.
