In England, where they have eighteen or so bands competing for the top prize, the only way that the judges can reasonably come up with any ranking is by having all of the bands play a common piece. In North America, we have three to six bands playing in any given division, so a test piece probably isn't essential to help the judges with their ranking, but there is a test piece anyway. It seems to me that there were four bands in the most recent Australian contest. With so few bands, I don't think that having that common piece is absolutely necessary for the judges to make the proper judgment. I think the results at this year's North American championships would have been the same no matter what each band played.
