The fourth section band I play with up in Scotland, the famous(!) "Jedforest Instrumental Band", was founded pre-1860. The earliest written constitution dates back to 1862. (Incidentally, it was revised this year for the first time in 126 years!). I don't know if the band stopped playing during the war years. I'm sure many other bands date back to as early as the 1830s. However, whether or not those early bands could be called brass bands (given that they were composed of a hotch-potch of instruments of various families) is debatable.
