Having read elsewhere that the band are considering legal action, it would
seem to me to be prudent to actually read the rules before commenting on
them. I would add to that a read of the Regional Committee Constitution to
understand better what their role is.
Please don't take this the wrong way, these suggestions are in the hope
that they will help you - you can't base an action on an understanding of
rules you're not familiar with.

Ou of curiosity, did you seek their support or was there an assumption
that they had vested interests and therefore were not worth talking to?

I would refer any readers to earlier postings of mine on this subject.
My views are pretty well known in the South of England on this - s
the whole idea of registration, the only people who benefit are those who
make an income from providing the service!
Unfortunately, regional committees on their own cannot change rules, they
have to pass on such things to the NCC/Registry or other appropriate body.
I know, we've tried for years to get changes made which have been
requested by member bands (eg; 2 adjudicators).

And I would agree with that.
But, think about the other 2 bands who were suffering with a shortage of
players and who wanted to add names to the list but were denied the
opportunity of doing so .Both were then unable to attend the event. 
Interestingly, one of these was a band whom some have already linked with
"vested interests" on the committee.  

As a last point, and once again, a piece of advice to be taken in the
spirit in which it is given, there are in fact a number of regional
committee members who read the contents of this mailing list. It would be
once again, prudent to bear this in mind when constructing responses.
