Because it is the only orchestral instrument used in the brass band, and
the only brass band instrument widely used in the orchestra.

Because they do not fit into what has become the brass band sound.

And through the process of trial and error, they have been either kept or
rejected. Why not just write charts for whatever ensemble you so wish and
let them live or die based on their merites instead of saying "the
traditionalists won'y let them become popular"! 

If people wish to hear a brass choir, they will listen to one. If people
want a brass band, they will listen to one. Just don't morph one into the
other; then both lose their uniqueness.
