Not necessarily. I have been told by VAT enquiries that post/packing is
only taxed if the contents of the package are taxed. I have occasionally
received goods that ARE taxed, but p+p is NOT, but from what I have been
told by HM customs and excise, this is incorrect also. The p+p should be
added to the bill before tax is (or is not) added to the total.
