In the UK percussionists are generally allowed to provide their own beaters and snare, plus anything not provided by the organisers, of course. From my experience of moving it about on stage - one of the joys of sitting on a Regional Committee - it's generally of a high quality. Players usually have the opportunity to view and sometimes play the gear before the section begins. I can appreciate the problems for percussionists but the alternatives (ie waiting fifteen minutes between performances which themselves only last ten minutes, or finding venues where, say 80 timps can be stored when not in use) seem to tip the balance in the other direction.
