i think that it is dreadful for pecussionist to have to play on anything other
that the instruments they have rehearsed on  you wouldn't expect the brass
players to play on instruments other that the ones they have rehearsed on so
why make the percussionists.

i know all about "speeding things up" etc but it is really a poor excuse.
bands enter competitions to give the best possible performance, so why inhibit
them from doing so with this kind of thing.

i know of cases (some affecting bands i have been conducting) where ranges
have been different on the provided items (than the percussionist has been
used to), where the actual damping method on a set of bells was different, and
it is a well known fact that the action on the various makes of timps is
different, not to mention the sizes of the timps affecting the range of note
obtainable.

IMHO get this stopped now before you end up in the state that UK contests are
in with this stupid rule.
