a MP3-creator which can transform audio CD's to MP3 and WAV to MP3 and ... is
the MP3 Creator from Acceleration Software International Corporation. Their site
is www.webcelerator.com. You could download it from their I guess, for free.
I've tried it, and apart from a some quality loss it's OK. But maybe there are
still better tools.

If you plan putting sound clips on the pages then
you'll need some program to record from a tape or CD and then (for long
samples) encode them to (for example) mp3. The programs to do this are
quite difficult to find, but the shareware program n-Track Studio might
well be sufficient.
