I ran this little test myself and can confirm that this is indeed the case.
I am using ICQ99a. For those who have not upgraded it is well worth it.
A dialogue box opens when you click the ICQ button and select SECURITY AND
PRIVACY
Select the SECURITY tab. To the right is a square with a check box saying
ALLOW OTHERS TO VIEW MY ON-LINE PRESENCE ON THE WORLD WIDE WEB. If you
uncheck the checkbox it is disabled. You're online presence will not be
recognised at your ICQ Pager page and thus the Brass Band ICQ List.
