Mutes can create great effects but must be used properly. From my experience
in Brass Bands they sometimes don't have all the mutes - straight and cup
are ok for cornets and troms but Harmon plunger etc are generally not part
of the bands stock. (They can be fairly expensive.) Mutes for the larger
instruments (Euphos, tubas, horns) are virtually non existent in the normal
town band - they are sometimes used by A grade (Championship in UK) but
generally only as a result of buying them for a specific piece.

What gets on my wick is that a lot of brass players will play with hand over
bell instead of picking up the correct mute. It really does destroy the
original intent of the composer/arranger and IMHO shows a lack of
musicianship.

Being a flautist you should be able to come up with some good obligatos for
the slack sop players - go for it.
