They should be played on the beat that they are written before    if the note
is a grace note then it should take up half of the value of the note it
preceeds  ie grace note before a crotchet  then play 2 quavers   grace note
before a minim then play 2 crotchets etc.

if it is an acciaccatura ( a "grace note" with a dash through it) then the
note must be fitted in as quickly (and musically) as possible     and still on
the beat

as a point of reference   i have never yet heard a band correctly play the
cornet part in the opening of the 3rd movement of gilbert vinter's
entertainments.  they all "pick up" the grace notes and not play them as
written "fitted" into the beat they preceed.
