It depends upon whether it is an acciaccatura or an appogiatura.

The acciacatura (the one with the diagonal line through it) is generally
"crushed" before the beat.
The appogiatura is played on the beat and takes half of the value of the
note it precedes.
if there are any other interpretations, please let me in on them :)
