Funnily enough, I had Blitz in mind when I wrote the above comment.  A
couple of weeks ago I heard Dyke play Blitz at a concert in London.  It was
sensationally good, as the reaction of the audience confirmed.  One of the
reasons why it was good was because much of the fast stuff was taken at a
pretty brisk pace, which made it very exciting.  Yet a few weeks earlier,
the band had come quite a long way down the order in the Yorkshire area
contest.  The reason for this, if comments on this list were anything to go
by, was precisely because they *had* taken it up tempo, as opposed to
sticking to the exact tempi written on the score.

So in this instance, the contest didn't stifle their creativity (and bravo
to them for doing so, in my opinion), but they didn't win the contest.  And
I can't see any point in entering a contest unless you are intending to try
and win.  That was what I meant by my original comment.  I agree with much
of what you said in the rest of your posting.
