Perhaps the bands received a call or a letter, perhaps they didn't. I
have
seen no evidence here to confirm either way, so why speculate. FWIW I
think
a call to the bands would have been sensible, if for no other reason than
 to
avoid this sort of discussion.

Seconded. He also does an excellent job and gets little praise for his
endeavours.

Unfortunately, it seems that this is exactly the attitude that has forced
the NCC to be so rigid with their application of the rules.
