Start with Sabian B8 /Pro if your budget is limited, and upgrade when funds
allow.

As for hand cymbals, (I assume you mean clashed concert) start with a pair of
Sabian AA Orchestral Viennese or French 18" then when you can afford a second
pair, go for Sabian HH Orchestral Germanic 20" (for the really powerful stuff.)
imho, they have the edge in sound quality over Zildjians.
Don't forget to order a good pair of straps to go with them.
