I think you are missing the point. We all do this sort of planning and rearrangement, and part of the planning involves getting the right music on the right stands. You are very, very lucky if there are the right parts in a set to do this without copying. Thankfully from the information posted this doesn't seem to be illegal. Getting supplied with percussion scores is usually best as it gives the most flexibility. However the arrangement in some pieces is so silly that wholesale rearranging is needed. Have a look at the percussion parts for English Heritage. It as a good or should I say bad example. Even a simple Trombonist should be able to spot the problems that the parts as written create.
