In Scotland, it shulld be up to the player leaving a band to resign, obtain a transfer form and have it signed by the 'old' band secretary. The form should then be given to the 'new' band secretary for signing and onward transmission to the registry. I have to say that this isn't particularly well understood, and not always done properly, even by band secretaries. I don't see why England should be any different as, although Scotland has its own registry, we all should be operating under the same rules.
