In the pursuit of excellence - anything legal goes !!!  This said:
The only thing that isn't fair is the accessibility of (or lack of) the
venue for all participants.  With this in mind the practice should be
legislated out.  After all, in the pursuit of excellence, a band should be
able to play anywhere, coping with variances in halls etc, to their best
standard.  If their best standard isn't good enough for that hall, then they
won't (and shouldn't) win.  Simple.
