Top 4 from 1999 Finals are exempt this year, provided they compete in their
area.  The top-4 last year were Fodens, Brighouse, Tredegar and Ransome.
The top-2 in each area, discounting these 4, also then qualify (hence YBS,
Grimethorpe, Desford and GUS so far).
