The quintet (Jones, Howarth, James, Iveson & Fletcher) was the main format
in the 1970s, but around about then the PJBE was invited to a concert series
in Switzerland (his wife Ursula was Swiss).  The concert promoter wanted
something bigger than a quintet, so the quintet was enlarged,  although they
didn't actually play the 10-piece format, but this was the start.  The extra
players included Michael Laird (tpt), Roger Brenner, Eric Crees,
David Purser (troms) and Ray Premru (bass trom).  Iveson was absent on this
occasion.

After this, Jones realised that a larger group could work, but realised that
he needed one more trumpet,  as it was hard work for just three of them.

The 10-piece took proper shape in October1974 when the PJBE did a tour of
the Far East and Indian subcontinent.  The tour included Japan, and the
first piece written specifically for the 10-piece was Toru Takemitsu's
Garden Rain (which was later rescored for brass band and recorded by
Grimethorpe).

Most of the above has been gleaned from a book I can thoroughly recommend -
The
Odyssey of the Philip Jones Brass Ensemble, by Donna McDonald.  Published by
Editions Bim, Switzerland.  First published October 1986.  There does not
seem to be an ISBN number.  It is probably out of print by now.
