It's my opinion that there are more than one thing at work.
Regarding the range: The mechanics of the vocal chords determine the range
of the voice. Just as any muscle, exercise and stretching will determine
the range of flexibility - like a gymnast or other athlete. The volume of
the mouth cavity and the position of the tongue are the determinant factors
of whistling. That is, the highest note you can whistle is the smallest
volume you can achieve with your tongue in your mouth. Ditto the lowest
note you can whistle. The range of your playing is determined by the muscle
tone and amount of raw practice you do on your horn. Arpeggios and lip
slurs are the means to that end.
My point is that the physical mechanism behind each of these three are
different. On another 'note' is that, whichever you do, you're
strengthening your musical hearing and note discrimination. The more music
you do - whatever the mechanism - the better a musician you become.
