I think that it must stand in respect of transfers, since the 'losing' band
will need time to reconfigure.  Regarding new registrations I'd be happy to
see the time reduced, since this will help to bring 'new blood' into bands,
but surely there still has to be some cut-off point for the forms to reach
the Registry.
