In some cases, coughing is the least of a bands worries!!!

A couple of years ago my band were playing in our area contest, half way
through the piece,  the quiet bit if i remember, then someone tried to come
'quietly' into the hall and succeeded in knocking over a fire
extinguisher!!!

Then you have the mobile phones going off...

I dont think you are being 'overpedantic' as it happens everywhere and is
offputting to any band, whether top section or a school band.
