Thanks for your responses.  I do understand your point about some bands
being in a much higher section nationally than locally.  I have myself
played against bands who have been in the 1st and 4th section
simultaneously.  From this perspective the old system does seem to
misrepresent the standard of some bands.   However, I also feel that the new
system has its faults.  Is there a grading system which could avoid these
pitfalls?  I somehow doubt it - there will always be bands who feel they
should be in a higher section.  The only way to make sure this happens is to
win the contests which matter (ie the areas).

PS Sorry if you were mislead by my 'signature'.  I don't play for
Chapel-en-le-Frith band anymore, but still maintain their web-site.  I now
play for the Timperley band.
