You would have to approach the copyright holder for this work, which can be found on the score that you wish to arrange from.

Phone the PRS (0207 5805544) to find out the phone number and they will also tell you the address as well. Application will probably have to be in writing and a copy of the finished would have to be sent as well. Some publishers are now introducing an arrangers fee which varies from publisher to publisher.
