This is not the case.....

The performance rights are something completely different. When you buy an
arrangement you have bought the arrangement with which the publisher will
have included the arrangement licence fee within the price of the
arrangement. If you wish to perform it then you must pay the performing
rights fee, as the arranger will not be performing it.....!

Again check with the Performing Rights Society if you are unsure.

This MAY be different if other countries other than the UK.

Please check.
