The topic of Brass instrumentation has been a thorny one for years. In order to be directly competetive we all must have the same instrumentation, no deviation. Percussion, quite wrongly has always been seen as an embellishment, to some of the older members of the fraternity, so it is refreshing that a young composer such as Simon Dobson has chosen to make the percussion parts as interesting as possible, obviously valuing the perc as an important factor in a brass band line up. Bands do go on with players short, and often this means that the fullest interpretation is not possible. At the lower level finding the players is stiff but not impossible. I cite the example of the Midlands area Long Eaton Brass Band, who were down to 6 players and now are oversubscribed. It is sad when a band feel they cannot do justice to the piece cos of shortages, but the emphasis has to be on pieces written for the brass band structure, not cater for the bands that sadly suffer due to lack of players. Hopefully the band you refer to Keith, will see better times in the very near future, a shame they can't compete this time around.
