I too have had the DCMS circular, sent as a result of lobbying my local MP,
Joan Ruddock.
I can't help feeling we've all been used in the old Westminster trick of at
first making proposed legislation sound over draconian and then toning it
down into a more sensible state. That way the objectors are eventually
PLEASED with something that they would have disliked if a more extreme
version hadn't at first been rumoured.

That's politics!
