It's not a simple answer - but here goes.

The bottom of the third section table last year looked like this:

11= Fullwell 32 (9,ne,ne)
13  Canterbury Youth 34 (9,11,ne)
14= Heath 35 (11,14,10)
14= KM Gillingham Concert 35 (14,12,9)
14= Suffolk Fire Service 35 (3,ne,ne)
17  Croydon Brass 36 (12,16,8)

You are correct in stating that the two consecutive 'NE's for Suffolk Fire
Service and Fullwell relegate them automatically (rule 'k') - although this
is at the discretion of the regional committee. However, this is IN ADDITION
to any 'normal' relegations under rule 'g', i.e. bottom two bands relegated.

So, the provisional grading tables for last year showed five bands being
relegated:
Fullwell (rule 'k')
Heath (rule 'g')
KM Gillingham (rule 'g')
Suffolk Fire Service (rule 'g' or rule 'k' - take your pick)
Croydon Brass (rule 'g')
The reason four were provisionally relegated under rule 'g' was the
three-way tie for second last place in the table.

Following the publication of the provisional grading tables Croydon and
Heath successfully appealed against relegation (rule 'n'). The result was
the table as shown on the web site.
