I see a vast range of recordings laid out on trade stands at contests. Do
none of these qualify??

There must also be a lot of CDs produced which have only a local
circulation. I'd be surprised if none of those contained any material that
was worth broadcasting. I can see there's a problem, though, with getting
such material to the attention of the broadcasters, unless they are willing
to take an active part in the search for fresh material.

I think these people just aren't looking hard enough.
