I don't think these changes would really add anything to the band sound. Even with a piccolo trumpet at the top end, the range probably wouldn't increase by more than a few semi-tones. The extra notes would be completely out of context, partly because of their high pitch and partly because of their tone colour. Also, the flugel, soprano and piccolo trumpet (particularly in a brass band context) are specialist instruments to some extent. It would be difficult for any individual to master any two (or more) of them at the same time. This may be feasible in the top bands, but they don't need extra range because their sop. players should be able to nail high Ds and above without too much bother :) and they would (IMO) have little call to use more than one flugel. I would echo the comment made by another list-member that "if it ain't broke, don't fix it".
