The clarinet player with the Paul Whiteman orchestra added the gliss on the top few notes at the first performance (much of which, Gershwin improvised at the piano, incidentally). Thus, the flugel player wouldn't have to gliss all the way up. He would have to be able to wiggle his valves pretty quickly - but then, its only a scale of C. He might even try to imitate the clarinet "whoop" at the top end of the scale where the harmonics are closer together, but it would suffice to have a bit of a rallentando towards the end of the run.
