Try David Holsinger who has written a number of works for concert band that
have been transcribed for brass band. He's a Kansas University grad, but
now living and working in Texas.
Probably there are others.

You should also try contacting members of the Westwinds Brass Band
(Lubbock). Their contact information is at the NABBA site: Phil Anthony,
5423 15th Street, Lubbock, TX 79416.
