I'm afraid that is like a lot of other things "victim of .. success"? Partly the fault of excessive marketing which will not accept that there is enough of nearly anything . .so keeps "going for growth", for more serious things than this twenty buses. Hence heavy proposals for traffic congestion charging, taxes on flying etc bec. at some time back, no-one accepted "enough is enough". The principle of controlling access has already been accepted e.g. for many national parks, motor access anyway, and even for the Flora Marathon (altho' I for one cannot imagine being in the general crowd there, a lot of people must enjoy it). How you do it (control numbers/vehicles) needs some thought & planning in each case.
